Update from DfE on how KS1 to KS2 progress will be measured for academic year 2019/20
Q – How will you use assessments from 2016 to calculate KS1-KS2 progress measures / how will you use assessments no longer in levels to calculate KS1-KS2 progress measures.
Answer: We are currently working on the methodology for calculating KS1-KS2 progress measures using the new KS1 assessments from 2016 as the baseline. We will be carrying out development work and testing, as well as engaging with schools, NAHT and others over coming months. We will confirm the exact methodology in September 2020, as we need to see the summer 2020 results before confirming the best way to calculate the new baseline.

Government Publication: Relationship between reception baseline assessment and key stage 1 attainment Ad-hoc notice
The focus of this ad-hoc notice is on the 70,000 pupils who participated in the 2015 optional RBA offered by the National Foundation for Educational Research (NFER). Whilst this cohort of pupils is yet to reach KS2, they took their key stage 1 (KS1) teacher assessments in the summer of 2018 and, as a result, the DfE have been able to investigate the relationship between their RBA and KS1 results.
